I must dispel any suggestion that the land will be permanently privatised. There is an in principle agreement to lease the land concerned for 20 years only as there is an intention to open the river wallk according to the local plan aspirations. Council has to follow statutory requirements in order to be able to lease public land. If consent is given for change of use to garden land, before leasing, it has to be advertised first. Then depending on the responses to the advertising the leasing may or may not go ahead. The reason for the current proposal was the land was attracting antisocial behaviour and to stop that the Council was forced to lock it up to prevent access. If consent is refused you can at anytime put forward your proposal for consideration. There have been others since the planning application.
