| Dear Cathy APPLICATION NUMBER: 2017/2707 River Walk Extension – application is invalid I emailed you last week in respect of the above planning application which we had discussed on the telephone. I pointed out in my email that the planning application was invalid for a number of reasons, including the lack of the required Flood Risk Assessment. The attached email has been added to the website, which concerns the lack of the FRA. My reading of the email is that the Environment Agency agree that the application is not valid, as the legally required FRA was not submitted. Can you please ensure that the current application is declared invalid and explain why an invalid application was validated by Wandsworth as LPA. Is it because the application is in effect for land owned by Wandsworth, who are trying to sell the land to the adjacent residents? If so, this is reminiscent of Wandsworth’s planning application to themselves in respect of Putney Hospital in 2012. An application that was riddled with schoolboy errors was eventually declared invalid by Seema Manchanda, despite her insistence initially that the errors did not invalidate the application. The errors did invalidate the application, and the errors in this case also invalidate the application. I look forward to your confirmation that the application has been declared invalid. The application site lies within Flood Zone 3 defined by the Environment Agency Flood Map as having a high probability offlooding. Paragraph 103, footnote 20 ofthe National Planning Policy Framework (NPPF) requires applicants for planning permission to submit an FRA when development is proposed in such locations. A Flood Risk Assessment (FRA) is vital if the local planning authority is to make informed planning decisions. In the absence of an FRA, the flood risk resulting from the proposed development is unknown. The absence of an FRA is therefore sufficient reason in itself for a refusal of planning permission. We cannot find a FRA with the submitted documents. As the required FRA has not been provided we are unable to assess this application. We would like to remind you that a FRA is a requirement of the Council's validation process and that we should therefore not be consulted on any applications without the relevant documents.
