There is nothing in the Nolan principles which eradicates responsibilities of confidentiality. See for example the code of conduct for trustees of the Citizens Advice Bureau: "The Code incorporates the Nolan principles of standards in public life. It aims to ensure that all  observe the highest standards of propriety and act in the best interests of Citizens Advice and the Citizens Advice service at all times................Trustees and committee members must respect the status of confidential issues they read and discuss. They are bound to maintain the status of this material and any discussions" or that for the General Medical Council: " In performing their duties, members uphold the seven principles first identified by the Nolan Committee..........Members have a duty to be as open as possible with key interests about the decisions and actions of the GMC, restricting information only when the principles of confidentiality or the law require it." or NHS England's Commissioning Board: "Information concerning the NHS CB which is not in the public domain must not at any time be divulged to any unauthorised person............Care should be taken that confidentiality is not breached............Appendix A The seven principles of public life set out by the Committee on standards in public life (the Nolan principles)" or the Civil Service Commission: "Staff have a duty:.......to adhere to the Nolan Principles of Standards in Public Life.............Staff owe a general duty of confidentiality to their employer under civil law.  They are therefore required to protect official information held in confidence. " Or pretty much any public body which has thought this through.
