Sue, he is not going to get it. And if he had actually read the response from the conservators yesterday he might have realised that none of his questions were answered definitively or at all. For example, he asked if the conservators were going to publish the QSR. The response was the usual claptrap I have come to expect from this charity: it did not say it would and it did not say it wouldn’t. In other words it didn’t answer the question. It did though say it would spend more money (estimated at £20 000) on getting another QSR – and it did not say whether it would or would not publish that one either. The conservators did however say the following yesterday: “The Conservators fully acknowledge the need for openness and transparency and are aware that more needs to be done, particularly on contentious issues, to keep Levy-payers and the general public informed”. An admission that they have NOT been sufficiently open and transparent in the past and that they need to work on this. A glimmer of hope, a rare acknowledgement of past failures perhaps? No – because yesterday we also learnt (not directly from them of course, but from Nick) that they REFUSE to allow the publication of the Montagu Evans report – that’s the contentious report that establishes the 1.5 million pound undersale. The same report that precipitated the breakdown in trust and the appalling mess the charity finds itself in (or what the Charity Commission politely calls the WPCC’s “current governance failure”). If – as the conservators allege – the terms of reference of the Montagu Evans report are not correct, why not publish the report so that levy payers can judge for themselves? If the report is not up to standard, why not publish it so that we can all see its faults exposed? Or does the WPCC expect the public, despite us being told by the Charity Commission that it had broken the law (or technically “breached the Act”), to simply believe and accept whatever they say? Those days are over and only a fool would continue to take at face value anything that the WPCC says. The breakdown in trust is not just among the conservators. There is a breakdown in trust between it and levy payers. But it refuses to acknowledge it and so continues with the secrecy and lies. It is not fit for purpose. Until it owns up to the failures of the past and changes the way it is managed, it is going to continue to fail.
