The pejorative term "pillock" is derived from the Scandinavian word "pillicock" meaning penis. Highly insulting, not remotely apposite, and in Ms Hammond's case, anatomically incorrect. A breach of the forum code of conduct for which you should man up and apologise Jonty.
You have brushed aside my suggestion that there must be a due process for the valuation of land by the Council when purchasing land, particularly when it is Common Land, a crucial ransom strip without which the £30m development could not have progressed. Various websites, including the Council's own, indicate that land values are mainly based on the value of properties closest to the site.
As Council tax-payers and Commons levy payers, we should be entitled to access all information pertaining to the negotiations between WBC and WPCC for this ransom strip to a landlocked site, not least to explain how the rounded sum of £250,000 rose to £350,000.
The Montagu Evans retrospective QSR has been paid for out of our taxes on the Common, and should be publicly available. It does not belong solely to the Charity, it belongs to us.
Adam seems confused about the land swap down at Stag Lane, so to clarify how the levy-payers have been ripped off yet again, here are property values for both areas, according to an online site.
Average overall property value in SW15 - £828,856
Average overall property value in Stag Lane - £413,485
Average overall property value in Lower Common South - £3,667,525
Hardly a like-for-like swap.
John is correct in the main that WBC buy low and sell high, however the Elliott playing fields were sold at a huge undervalue to the Council tax payer without planning consent (and in this case Listed Building Consent) as pointed out to the Committee at a Town Hall meeting by a distinguished FRICS. To add to this deficit, Barratt initially promised to fund the expensive SUDS-compliant private access road (leading only to Putney Rise.) Residents were subsequently informed by the Council that the tax-payer would fund this road as stipulated in the marketing contract.
Curiously, this access road also cost around £350,000 so is the Council in effect operating a "flat-fee" for any access road? What were the negotiations between WBC and the developers on access? Did the developers balk at paying the market price, which we now know to £1.9m?
What is clear from this sordid saga, is that levy-payers have been short-changed to the tune of £1.55m and must be compensated. There should be a full enquiry to prevent this happening again, and if the WPCC insurers are involved, this may happen automatically.
Did Adam or Jonty attend the meeting? It would be useful to have some feedback.
