To start with, there are multiple LCD advertising sites in operation (eg the massive one on the Cromwell Rd) which haven't caused a spate of accidents. If you want to be a bit more scientific, if you care to look into it further, there have been many studies in several countries on the effects of advertising and its potential distractive effect on road safety. This is a very old idea. Take a step back and think about it for a moment - it would be very odd if no-one had ever thought of this before. Go along to the library and look it up. Contact RoSPA, the Department of Transport or even Clear Channel. Or just google it. More recently, studies have included newer media such as LCD billboards. Findings from such studies drive the regulations applied to these billboards - permitted intensity, refresh rates and the like.
