In the meantime here's a response from Sarah McDermott Chairman of Planning Applications Committee Wandsworth Borough Council to my first email to the council: I have discussed your query with Ms Richards (Team Leader, West Team) and looked back over the records regarding the recent erection and display of illuminated advertising at the Rosslyn Park FC site. The proposals were considered by the Planning Applications Committee on the 16th October 2014 as part of a joint application for planning permission (ref. 2014/3865) for the redevelopment of sporting facilities including a new all-weather artificial pitch, two new covered stands (located at the northern and southern end of the pitch and providing a total of 425 seats), new netting to existing posts and new landscaping at the site and Control of Advertisement Consent (ref. 2014/4720) for the display of three digital LED advertisements. Given that they were a joint application, the proposal to display the advertisements was included in the description for the planning application which was publicly consulted on 8th July 2014. A site notice and press notice were also undertaken for the proposed development. A total of 80 properties were consulted on the application and 6 letters of objection were received along with 93 letters of support and 2 comments. I attach a link to the planning website including the officer’s committee report which sets out in detail the issues involved and the considerations given to the scheme as a whole in arriving at the recommendation to approve. This takes into account any late representations or recommended changes to the main report. Pages 10-12 are the relevant ones to this site. You will note that one of the revised recommendations was to extend the length of time for the display of the advertisements from 3 to 5 years but only on the proviso that the applicants would have to provide further information after the third year of consent. This enables the LPA to review the impact of the advertisements after 3 years to ensure that the impact of the advertisements remain acceptable and in compliance with the Council’s relevant development plan policies in respect of highway safety and visual amenity. |
