I've just looked through the planning docs and here is a reference to TFL in the Planning Report of October 2014: TfL: No objections in principle following confirmation from the applicants that there is no planned change in capacity at the ground. With regards to the adverts, it is agreed that the signs are located at a relatively uncomplicated part of the TLRN. The most easterly display would be visible to drivers to within about 50m of the stop line of the Roehampton Lane junction. Having reviewed the accident statistics for this area, and in order to ensure the adverts do not exacerbate the situation, a number of conditions are suggested to be added to any consent regarding such matters as the sequential change between advertisements; no intermittent light source; no moving animation or feature, and no exposed cold cathode tubing. The lighting level of the signs must conform to guidance from the Institute of Lighting Engineers, and a review mechanism should be built in to commit the applicant to undertake a review of the signage within 3 years and make any design or operations changes to the signs should the adverts be seen to be causing a problem. Looking on further the bottom line appears to be that people need to crash more often or die for TFL to change their minds - in three year's time. A sobering thought. And as for the floodlights.......... |
