There were two schemes. the voluntary sales scheme where street properties like those you mention were sold on the basis you say. whilst not discounted there were suggestions by some members that they were under valued. then there was the voluntary sale of properties on estates or blocks of flats that had been declared sales areas. Basically every time a property in one of these blocks or estates became vacant it was marketed for sale and not relet. thousands of properties were sold on that basis. some 10 years ago the Council received advice that this could be challenged when faced with an increase in homlessness so it was suspended and each year the suspension is ratified in the annual report that members vote on in June. had it not been suspended the situation would be much worse than it is now. in 1982 after the GLC transfer of properties the Council had around 42,000 properties for letting. i think now it has something like 17,000 for letting. the rest having been sold under RTb, Voluntary sales programmes and portfolio disposals of whole estates and blocks. |
