I guess the idea is that we tell Wandswoth where and when the problem is happening, and then, if a pattern is established, they send the boys round to carry out the enforcement or have a gentle word with the drivers. Having said that, the City of Westminster were not impressed with the fixed penalty notice idea when they responded to Defra's Plan for tackling NO2 last summer : "The Mayor of London has proposed that all of London should become a ‘no-idling zone’ and to focus this at first on buses, coaches and taxis. Local authority enforcement against drivers of stationary vehicles with idling engines is not assisted by the Fixed Penalty Notice for non-compliance being only £20, under ‘The Road Traffic (Vehicle Emission) (Fixed Penalty) (England) Regulations 2002’, which is far from sufficient to be a deterrent and much less than the cost of enforcement."
