Richard, you are right about the NOx emissions from buses and that is where the Putney Society, the Council and Richard Tracey our LA member, are focusing our efforts. For the time being particulates levels on the High Street are within prescribed limits.  Measurements are being taken for PM10 particulates but the estimated 4,200+ premature deaths in London are ascribed to PMs rather than NOx (more probably a cocktail of both) and the health authorities admit there is no 'safe' limit of PM levels, whatever the current regulations state. The issue with PMs is that all vehicles emit them and the same survey which fingered the buses for producing 68% of NOx emissions also recorded over half of all particulates as coming from cars and vans.  As I understand it, diesel engines emit 22 times more PMs than petrol engines and of course PMs are also generated by brakes and tyres on all vehicles. All of which says that while we can pick off a major source of air pollution by cleaning up the buses we won't solve the problem compeletely.  I think we still need to be looking at wider solutions and one area we will be discussing with the Council and our London Assembly member will be more measures to be taken at Mayoral level - for example further tightening of LEZ emission regulations. If we want to improve our air quality we will have to look at all and every means of doing so.
