Ringing the bell is supposed to alert pedestrians and other shared space users to one's presence, not signal 'get out of the way'. I try to make my approach heard on shared paths so that pedestrians aren't startled. If cyclists are on non-shared space, eg pavements, they have no right of way at all, whether or not they ring the bell. In either case, there is no requirement to move out of the way, but it's simple common courtesy if you're a group of cyclists or pedestrians to move to one side to let other space-users pass. My pet hate is when a group of people are walking three or four abreast on shared paths, like the one through the middle of Richmond Park, and simply don't move to one side - that's just rude! |
