A noble idea, but alas I don't think it will work. I have seen people dump sandwich wrappers under the bench they are sitting on, when there is a bin next to the bench! You won't reform Brits this way. Also, why do cigarette smokers think that their butts are not litter? It's also not ok to grind your cigarette end out on the pavement and leave it there. It doesn't biodegrade. And don't get me started on chewing gum!
