It's a clearly designated crossing in some way, as there's the special blind-friendly slabs.

It's an unpleasant bit of road for pedestrians who aren't crossing, the pavement is so narrow. I prefer to use URR. Perhaps widening the pavement and reducing the road to a real single lane would make it nicer?
Or, more cheaply, just paint a mandatory cycle lane on the road from the end of the bus lane to the junction (like on some lengths of the URR), which will keep the stopped traffic in one lane, avoid the problem of cyclists overtaking on both sides, and keep the cars a bit further from the pavement.
