No extra taxes are necessary Suzanne. The Thames Estuary Airport itself will be funded privately including road and tunnel links. However, there are proposals for linking in to the Chunnel Tunnel Rail Link and this will need both commercial and political agreements. The rail links would give journey times of 30 minutes to St Pancras, 50 minutes to Paris and 1 hr 30 min to Brussels.

There are, in fact, three separate proposals for a Thames Estuary Airport that have private funding. There are others that do not have such promises but these are around the discredited schemes for the airport to be located on or adjacent to the Hoo peninsula.

If you want to know more, the full report, commissioned by Boris Johnson is available here:-

It is worth bearing in mind that even if the 3rd runway were built and operational by 2015, another runway at Heathrow will need to operational within the next 20 years (by 2030); according to Dept of Transport figures. The preferred Thames Estuary Airport scheme could eventually accommodate up to 6 runways.
