I'm surprised that no-one has commented on this assertion yet: "Vehicle speeds do need to be reduced in built up areas"

The vehicles don't speed on their own, it's the drivers in control of them who make the choice to do so. If everyone just stuck to the highway code, we wouldn't need any costly speed humps, chicanes, one-way gyratories etc, just signs stating the speed limit - and there would be far fewer accidents. Plus I'm sure everyone would be much calmer if they simply accepted that they would need to drive it more slowly in residential areas. But it's not really likely is it...
