We already train children to look both ways, but adults and children are still hit by cars. The speed surveys are in the report I gave a link to elsewhere in this discussion.

The cost of policing it is surely the same as the cost of policing the current 30mph limit. Going by the number of times I've seen a traffic policeman in the area concerned that cost will be zero.

The benefit of 20mph is it's easy to measure on UK cars. The benefit of 20mph rather than 30mph is a pedestrian hit by a car is much, much more likely to survive.

Car accidents are very costly to society -- there are healthcare costs, police costs, and the loss (hopefully only temporarily) of whatever that person does.
