Since the only time many children are on the streets is when going to or from school, the RoSPA figure is hardly surprising is it? Since DoT stats indicate that speed is not a factor in the majority of road accidents, I find myself tending towards Craig's view. Training children from a young age to look both ways and listen before crossing the road is by far the best preventative measure and costs nothing. Where are the speed surveys for West Putney that justify the disruption and cost (to us all)? Each speed hump costs many thousands of pounds to create and so yes, we do have to pay for them through tax as well as bearing other costs. Apart from damage caused to vehicles and increased road maintenance costs etc, the other cost that is often overlooked is environmental with additional emissions. I have some sympathy with the noise level argument but being under Heathrow's flight path surely reduces it to a minor consideration. What is the actual benefit of 20mph v say a 22mph, 24mph or 19mph limit? 20 Seems to be such an arbitrary figure? The big unknown is the extra cost of policing a new limit. If most people are anti-hump and a NPR system is proposed, what will the capital costs be and what will the on-going monitoring and maintenance costs be? Bobbies on the beat may help as a visible reminder but I can't imagine their time being best spent hiding behind trees clutching speed guns. In view of the economic crisis gripping the country, can we afford to give precedence to avoidable public expenditure such as this at this time? When compared to front line services, this is not a contender; really. |
