I think it's a shame to have yet more rules/money spent/road furniture just because a few people don't treat their fellow inhabitants with respect or know how to drive safely.  I live (over 20yrs) in a rat run area but believe there is already enough law' against dangerous/reckless driving (whether residential or not); 20 mph limits are just more `rules' that will be ignored by those who want to. 
Why not spend the money on enforcing what we already have instead of caving in to what unfortunately comes across as a bit of a `pc' type brigade?  Just a thought...
