Ultimately, if the BBC can't pay I guess it might be the UK taxpayers who are liable. However, it's interesting which jurisdiction he would sue in. Is he going to appear at the Royal Courts of Justice in London and testify? Is there a legal entity in the US who they can sue that has sufficient reserve. 

(I understood from a business contact at Greenpeace who'd lost a case in the US involving damages they eould just quit the US, or were planning to.)

Seems like just a bullying action by Trump. The BBC made an error in a UK court he might be quizzed on why he pardoned those who attacked Congress ... I suppose the obvious answer would be to put a special tax on US social media companies to pay the compensation? :-)
