This decision is preposterous!!!  Grrrr
I believe this saying applies fully:  "There is none so deaf as those who will not hear."
It is an unsavoury decision based of money/profits over common sense and opposition to the new plans.
Nothing was stopping the developers from developing the inside of the building but leaving the facade. It has been done before in other sites very successfully indeed.
The judge's decision is as abhorrent as unsettling. She set the precedent and given way to the destruction of the value of heritage and the concept of Grade ** buildings.....
The building is not in dangerous condition....
