Surely asbestos will be an issue if it is refurbished or demolished?

Ideally it would be good to have an independent report in the public domain.

It met the Mayor's guidelines apparently. Are these guidelines tight enough? Other buildings in the area were given permission.

Shouldn't any new building be aiming towards zero percent ??
25% of the existing building still sounds too high to me.
