Well if this is true you have a case for judicial review: a council is legally obligated to consult fully on implementing or changing a parking zone.  I can't speak of Wandsworth (although as the Director of Technical Services in Wandsworth was once Director of Environment in Hammersmith & Fulham, I'd be surprised if the consultation practices are that different) but in H&F, consultation is a two stage process: 1. the delivery of a detailed booklet setting out the measures proposed and inviting comments, followed by a report to the councillor responsible.  2. If (and only if) there's majority support from the informal consultation above, the council must then publish a formal parking order which has a statutory consultation period. I guess the council's get-out might be either that they just published the formal parking order without notifying anyone, or that they aren't changing the controls (and therefore don't need a formal order), just the zone boundaries, but in my opinion as someone who was heavily involved with parking policy in H&F, that doesn't seem a very strong argument to me. I suggest you write to Council Leader (and your ward Councillor) Edward Lister asking for a detailed explanation.  Do let us know what he says.
