Why compare library services to those of medical services? Is it because of the many failures of NHS outsourcing?

It sounds as though you are ideologically opposed to a not-for-profit/social enterprise running the service. The notion that a service is "easy to define" has been the downfall of many civil servants, their consultants and government contracts. The courts are littered with disputes but many are settled out of court on the basis of savings in legal fees being in the public interest or contractors bowing to ensure future work opportunities.

Without a spread sheet of the specific current costs of the service, no one can interogate them except the councillors on the committee. Presumably resources have already been applied to these proposals that will not be added for comparrison to outcome. What I always find worrying about this type of "initiative" is that if committees have identified potential cost savings or efficiencies, why they do not insist on the departmental manager managing them out.

Common sense should tell you that there is no such thing as a free lunch. To make a profit, any commercial company opperating the library service would have to cut costs. Since premises are provided by WBC, by what magical management process do you imagine those profits will come from?
