Richard I take your point and I am no lover of PFI. The cost over time is huge especially when Local Authorities are locked into a 25 or more years contract. VFM does not exist with PFI. The PFI contractor does the work. It makes its profit usually from a percentage called management fee. You will find that most of the PFI Facilities Management is subcontracted so they make a profit on anything subcontracted! However just from an education perspective, we had failing schools with poor A-Cs and high mobility. PFI served a purpose when needed to provide a new building in deprived areas to improve exam results. PFI is very expensive but the local authority is equally to blame if they sign up to a poor specification. In the short term the outcome of learning in some PFI schools has improved but in the long term is the cost of PFI who continue to charge an extortionate amount of money and have the monopoly to benchmark to even increase their prices further!
