Fair - if difficult - question, Andy. Some excellent thoughts from Adam and Roland, but from my point of view as a (sadly only potential) Wandsworth councillor would be to concentrate (Since it's pretty much the only local lever available) on building more social housing and being much tougher with developers over their pathetic commitments on affordable homes. At the moment all some greedy developer has to do is bleat that it's too expensive and economically unsustainable (for which read "We'll not make as huge a profit as we want so we'll make a wholly empty threat to walk way"), and Wandsworth Tories have been far too weak in countering this stuff. A bit of backbone here would help.
Otherwise, it's all in the gift of national government, and besides, as Roland says, Help to Buy (better known by many as Help to Buy Votes) should never have been launched. The other big area is in private rentals. I'm not sure if it's official Green Party policy, but I would introduce rent controls, scrap the huge deposits required in many lets or make them less landlord-biased and proper contracts for renters that would stop people being thrown out on spurious grounds for asking for improvements to be made to plainly deficient and unhealthy rented properties.
