I guess they could argue that the compliments slip + the order number consitutes a goods receipt - although that seems rather inadequate without a value or product reference! As regards credit/debit card payment then if they used a bank supplied terminal it would produce a receipt with a customer copy; if it was their own till system I agree with Alex that it should also produce a customer receipt to comply with PCI-DSS security requirements. However, a bank supplied terminal will not normally print the firm's VAT number on the receipt and the company only has to issue a VAT receipt if it is VAT registered but then if registered it is under an obligation to issue one. I'd be very concerned about a business taking payments from cards and not issuing an automated receipt: the only exception I know to this is where (typically in a hotel) an advanced reservation is put on a card - sometime receipts are issued, sometimes they're not, but that wouldn't apply to a debit card anyway, only a credit card.
