Of course traffic must give way to pedestrians, but it is a very different matter stopping for someone already walking across (or indeed giving way to someone as one approaches a 'stop' or 'give way' road marking), from having to brake hard to avoid someone who steps out because they haven't conciously registered the change from pavement to road. The junction of Disraeli Road and PHS is a very good example of this behaviour. I am quite surprised that there have not yet been any accidents at this spot.
