When this subject last came up, some years ago now, the shuttle bus idea was put forward. Cars would be able to enter and go to the nearest car park but not use the rest of the ring road. Now that ANPR cameras are commonplace they might provide a more nuanced solution. A fee could be levied by them based on time spent in the park. An open question is whether electric vehicles should be given a free pass. Those other zero carbon road users, cyclists, certainly should, in my view. |
