Good work on the FOI. As mentioned by someone else in a previous post it may be that the camera (if sited near the speed camera on URR) cannot get number plates of people nipping straight across to/from Dealtry Road (which seems to be the route a large number of people do take). Number plates may also be obscured by other vehicles. Last time I went down there (yesterday) I can't remember seeing any 'enhanced signage' if you are driving along Dryburgh Road and wanting to turn onto URR, so I guess there's no enforcement of vehicles going that way, but then I could have missed the new signs. Also, there's no detail about how the camera is used. I would guess it is a manual job to wade through the 3 hours of footage (fast-forwarded so it's not a 3 hour job) each day to look for transgressors and attempt to read the number plate. ANPR is good, but it's hard to automatically detect the initial transgression. On a more general note, I'd expect the number of PCNs to fall over time as the regular offenders stop after the receipt of their first PCN and choose a different rat run. It will only then catch out the few people who just don't think it applies to them or try and chance it. (The no right turn Mon-Fri 7am-7pm out of Gwendolen Avenue onto URR is a similar example of people just ignoring the signs.) |
