The below landed yesterday from Ms Jacob of TfL who should get a prize for handling my FOI so efficiently, a full week before the deadline. And it's an example of how to respond to a FOI, as opposed to the WPCC or NHS who tell you sod off... Dear Mr Cameron Our Ref: FOI-0812-1617 Thank you for your e-mail received on 26 July 2016 asking for information about the number of penalty charge notices (PCNs) issued because of contraventions from Upper Richmond Road into Dryburgh Road. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked: 1. Are there cameras installed at the junction, i.e. from late May 2016 Yes there is a camera at this location and we began to issue PCNs in June 2016. . 2. How many fixed penalty notices have been issued since the cameras were installed? A daily total would be helpful, to see if the number of tickets is falling, week on week. The LED (Variable Messaging Sign) no entry sign was installed by Wandsworth and is therefore not TfL activity. It was not adequate to permit enforcement on its own. TfL enhanced the signage by installing advanced notice no left and right turn signs that were accompanied with a time plate showing hours of operation as 07:00- 10:00 Mon – Friday, and this was installed on 16 May 2016. TfL does not issue Fixed Penalty Notice but 163 Penalty Charge Notices (PCN) have been issued since we began issuing PCNs on 16 June 2016. The number of PcN's looks remarkably low, at an average of just over 6.5 / day over 3 hours this equates to just over 2 PCN violations / hour When I visit the leisure centre, during the restricted hours I often see 2 or more violations while I'm locking my bike. And I'm not slow at bike locking, I can tell you Anyway it clears up a couple of points... 1. Wandsworth removed the physical barrier to save money, and invested a lot in the signs. Their solution was inadequate in terms of permitting enforcement. As opposed to their previous solution that was very adequate in terms of enforcement, but clearly the cost saving of locking / unlocking a gate is a big saving in the overall scheme of WBC's overheads. 2. So TfL had to take up the enforcement (as it's a red route?) and now have a new revenue stream. The point I don't get is why the number of PCN's seems to be so low. Some days it's 0 and the average to date / day is 6.5 * if 0 no data from TfL so assumes no PCN issued Number of days = 25 Average PCN's / day = 6.52 Average revenue / day = £424 (assumes PCN is £65.00) Projected revenue / year = £16,900 (assumes current average / week x 52 |
