Actually, You cannot always tell when your horse is pooing!  Also, so what if they poo a bit on the road - it's not like that of a meat eating animal and surely, if you don't want it on your shoes you just have to step around it!  It is ridiculous to expect Police or any other rider for that matter to dismount, shovel up the poo (and then where does it go?!), then mount.  I love the fact that the Police patrol on their horses. If anything, dog poo is more of a problem on pavements.
