It's illegal to ride horses on the pavement to the annoyance of the residents. Section 28 of the Town Police Clauses Act, 1847 (but still in force!) says that it's an offence, if done "to the obstruction, annoyance, or danger of the residents", to lead or ride "any horse or other animal ... upon any footway of any street". Penalty: a fine of up to £1000 or up to 2 weeks in prison. (Is it therefore illegal to lead a dog along the pavement? There doesn't seem to be a definition of "animal" in the Act.) |
