It's the same in Germany where it is in fact a RULE.  Try not doing it and see what happens.... you get to know the neighbours very quickly indeed.

If I understand correctly it works the other way round here - sweep the pavement outside your house and if someone then slips on it they can sue you.  Seems a bit perverse but it probably keeps a few lawyesr happy.
