Having had a quick skim through the proposed document and, irrespective of whether one agrees disagrees with individual points, it looks too imprecise as a document. Points 2, 9 and 14 mention Europe, this is presumably not the EU which is referenced elsewhere.  "Europe" is not a legally defined entity: it might include the UK, Norway, Switzerland,  Belarus, Moldova, et al (and Russia!) but it can't agree to anything. Will Belarus planes be stationed in Poland?!) In point 4 the US is proposed as a mediator between Russia and NATA, but the US is a NATO member so can't be impartial. One could infer this the US signalling it will leave NATO? The World Bank is referenced in 12f, has this been agreed with that entity? Point 15 references "America"; does this include Canada, Venezuela, Jamaica, Chile, et al? Point 20c refers to Nazi ideologies; how are they defined, Elon Musks salute at Trump's inauguration? On the surface, this looks like sloppy drafting to me. This was taken from a Telegraph reprint on the Internet, I'm assuming it's not been doctored. Perhaps there are supporting definitions elsewhere?
