Oh but you do know the answer Mr Grimston. I am afraid that "the ARK business" is not simply "an obsession for a small handful of residents". The moral revulsion over the deliberate neglect of a school in order to profiteer from its refurbishment spread far and wide. As you may remember, all national newspapers covered this story, as did ITV and BBC. Even the Voice of Russia Radio got wind of it, and branded Wandsworth Council "undemocratic" - high praise indeed. Tens of thousands signed Govt, Avaaz and 38 degrees petitions, hundreds of local residents made their objections clear on the case file, as did expert consultees. When the BBC asked me to speak on the Jeremy Vine show, the Council refused to debate with me publicly, instead Councillor Tracey sent her infamous "surplus sloping carpark" press release, leaving me to debate with a rather dull chap from the Institute of Economic Affairs.
As has been pointed out in this thread, someone from your ward did stand up at the meeting and expressed anger as a Tory voter about the Elliott issue. I would imagine that given your dismissive hauteur when confronted with such a serious legal question, few in your ward would wish to contact you about anything. Many in your ward may like a secondary school fit for purpose, which they had assumed their Council Tax was funding, in view of the fact that Ashcroft Academy is over-subscribed.
The demonstration of last resort is a statutory requirement in the sale of a school playing field, as outlined in the House of Commons Standard Note, updated May 2012. This is not a minor detail, but a legally binding question.
Why did WBC not approach the Priority Schools Building Programme for government cash specifically aimed at neglected schools like Elliott? Why was Chestnut Grove described as "a bit tired" prioritised over Elliott school, so dangerous that it breached Health and Safety regulations as you described at the Financial Scrutiny meeting? It's all on tape.
We have it in writing that you never applied to Sport England for a grant. Why?
Why did you refuse to consider payment-phasing the repairs of a large school, where the pupils could be safely decanted incrementally back into their classrooms, while Barratt have been allowed to pay for the site in three phased payments?
Why did the original Lendlease quote for £20m rise within weeks to £33m, curiously the exact amount that Barratt offered for the land? Despite repeated requests this has never been explained.
Why was the Quantity Surveyor's Report, paid for out of Council Tax, withheld without legal impediment?
Why was the land sold without Planning Consent and Listed Building Consent in place, at a significant undervalue to the Council Tax payer?
English Heritage took Mr Glockling and others from WBC to Grade II Listed Brutalist school in Hackney, a smaller school than Elliott, which nevertheless was fully refurbished and extended to the highest standards by Avanti Architects at a cost of £14m. This was the subject of an article in an Architectural magazine, which urged WBC to "do the revision" whilst spending £33m funded by the sale of public assets to a private developer. Why is Elliott's refurbishment so expensive, particularly when English Heritage stated that the £4m spent on roof repairs by WBC, had rendered the building water-tight.
As you have suggested in this thread, it was your view that the best way of funding the repairs was to sell off certain concreted areas. Which? The Care Home, the six tennis courts, the football pitch, the wildlife garden, the caretaker's cottage, or the the car park?
As you rightly say, it is all about "chasing shadows when the decision was taken long ago", around 1993 according to Edward Lister, who writes a very cross letter to Mr Howard, complaining about the listing impeding the future redevelopment of an "underused site" at a time when the school had over 1,500 pupils. No complaints about the listing in the same year of the marble and oak splendour of the Town Hall, significantly better maintained than Elliott and Putney Bridge.
When you are selling off public assets, the tax-paying public have a right to precise arithmetic and geographical locations. The various applications are so riddled with mendacity that they have had to be "revised" several times, and are now barely comprehensible due to the large number of crossings out.
The truth requires no "revision" Mr Grimston. You have put yourself forward for public office, in order to dictate where Council tax is spent. I see this as a contractual agreement, where I and others have fulfilled our side of the contract, by paying the amount levied by yourselves, however, I fail to understand where our donations are going, when the school has clearly been neglected for decades, is now run by a Hedge funded charity and to be repaired courtesy of Barratt.
You keep telling us how very busy you are in your ward, but have found plenty of time to tell us how humbled you were at Fukishima, and boast of your successes. I suggest a little more humility at home. If you and Ms Sutters, (who I wrote to as my Ward Councillor and Elliott Governor at your suggestion) are not prepared to answer important legal question, perhaps you would spare a moment in your busy campaign, to point me in the direction of someone who can.
