The cost of the 60 councillors is of the order of 0.1% of the total Council budget.  Most of the budget goes on employing professional experts to implement policy efficiently.  Because we pay our top staff relatively well they are relatively talented so we get relatively good services and relatively lower costs (as less is spent putting right silly mistakes than in councils who do not seek the best in the business but pennypinch).  So reality is very close to what Chantal proposed.  So first question is who decides how much we should pay her panel of 'experts'. (I would put her point re sacking the other way round - in which other walk of life can you be kicked out without compensation or indeed any objective criteria of 'failure'?  A lot of very good councillors from all parties lose their seats at each election because their party is unpopular nationally and people want to 'send a message', though it is never clear what that message may be.) I am glad we have part-time councillors from various walks of life rather than fulltime career professionals who have never had a 'real' job, like increasingly we have in Parliament. At least some people of talent and relatively modest means can become councillors safe in the knowledge that if they do lose their seats they have a trade to go back to.  Thos people would be rather less attracted to what would inevitably be quite a poorly paid fulltime role which they could lose without doing anything particular wrong. Dealing with pollution is an easy issue for me - build a lot more nuclear power stations to cut our greenhouse gas emissions and reeduce dependence on Mr Putin and Mr Rouhani's oil and gas reserves, while not having to wait for the wind to blow before we can get to work, pump water into our homes or carry out an operation at St George's.  And since I am an 'expert' in this field presumably that is exactly what we should do - keep the politicians out of it. Except that there are other 'experts' who have precisely the opposite view.  So which of these technocrats should get to take the decision?  In a democracy you can choose antinuclear (Green), passionately pro-nuclear (UKIP), pretty solidly pronuclear (Conservative, Labour) or reluctantly pronuclear (LibDem).  Of course there is a serious technical basis to such decisions - I would argue the Green position is scientifically illiterate (unless they manage to repeal the Second Law of Thermodynamics as part of their legislative agenda) - but they cannot be solely technical. (Easy to make the same point re local issues - who decides how much money we should spend on Battersea Park or Tooting Common and on what, and of course ultimately which 'expert' should set the levels of council tax.) Many decisions about our society are not merely technical issues about how efficiently statutory services are delivered, but are about values, locality, quirkyness.  Actually the way a council reflects and shapes what is unique about its area is not generally speaking in its statutory services, it is what it chooses to spend its residents' money on (the 'discretionary' services - parks, leisure centres, libraries to an extent, sport, local arts funding and so on).  And that is not a technical matter.
