I do apologise for only just picking up this thread so long after other contributions, however I can do nothing other than expect apologies from Malcolm Grimston for his ludicrous jibes. The only people who have put Council Tax up by 25% are his colleagues and him. In fact in the year after Council Elections they managed a 57.3% increase (2003) and a 21.5% one(1999). In the year immediately before those hikes, and before the Election, they cut CTX by 25% and 35.2% respectively.

For a fact, rather than any fabrication, we know from the Director of Finance (Question 16 of the 31/1/07 Council Meeting) that a 3.8% increase will cover the totality of the current Council programme including the Museum and the Arts Centre grant.
