Odd interpretation - I always thought manifestos were meant to cover the whole term of the incoming administration.  So your 2002 promise of the lowest council tax in Britain should only have 'run out' last May.  Maybe you should have been clearer - 'council tax will remain low next year (2003/4) and then we'll revert to Labour type and put it through the roof', just to avoid confusion.  Still, it is at least honest of you now to state publicly that you would have broken the promises in your 2006 manifesto not to increase council tax, and within eight months of the election.  Helpful to have that confirmed as people will need to be reminded of it in due course and I thank you for it. But as for Wandsworth not being under threat of capping ... Wandsworth, like every authority in the country, is indeed under threat of capping if we put up the council tax by more than 5%, equating to just over £2 million of revenue.  The cuts in central government grant in real terms amount to about £5 million for this year alone.  Where would Tony be finding the balance so you could keep the Museum open?  Without knowing that it is difficult to have a debate on the merits of various ways of responding to his government's waste and cuts.
