I do not accept that interpretation at all but as I said you are magnificently pedantic and I am not playing your game. The important issue is the Council Tax capping excuse.

Check your Hansard. Woolas actually said, at another time, that Councils would be capped if Council Tax increases exceed 5.5% (it was 5.5 and not 5 surely) AND their overall budget rises by more than 6%. If you are doubtful check with the Finance Director who is checking it out with the Civil Service right now.

By the way for those not into the minutiae of Council funding, the above interpretation means that WBC is a million miles from capping - actually about £10 million from it. But I don't expect Malcolm to acknowledge facts that are inconvenient for his basic premise that "It's nothing to do with me, Guv!" It is to do with you, Malcolm. Closing the Museum is your decision, along with 50 of your colleagues, and the remarkable thing is that it is so out of touch with what David Cameron would like to think of as the new Tory image.
