Hi Paul, yes, I was also at the meeting and I thought your article for the newsletter captured what happened extremely accurately and well..there was definitely a focus on making sure they didn't have to pay for a legal defence of their decision. Although I will say that Cllrs. Byrne and Richard-Jones seemed to swing from against to for after asking questions to the planning officers. The planning officers, for me, were the ones most in question, because they all seemed to have just accepted at face value whatever Incipio fed them - e.g. the amended transport statement that very few people used Uber was based on a visitor survey conducted by Incipio at Pergola Olympia over a 2-week period in April 2018. not an independent assessment of facts by any standard. The general tone of the meeting for me was: some councillors had already made up their minds. some councillors had legitimate questions about their role and appropriately asked for guidance from the planning officers. the planning officers had already committed to approve. they changed a couple minds that didn't want to risk legal costs to defend. all very legal and proper, but not fit for purpose as a system, having witnessed it. |
