Interesting that you emphasised 'SLOWING DOWN' specifically.

Watch the video again and see what the cyclist does; he does maintain a steady course and speed, he is forced to slow down when the driver starts to pull in left before he has finished overtaking fully. He does this because he's worried about being side swiped by the car. It's a dreadful attempt at overtaking.

Now look at the driver's behaviour with respect to the highway code. Specifically Highway Code Rule 163 (non-relevant parts elided):-

Overtake only when it is safe and legal to do so. You should:-

...
* not assume that you can simply follow a vehicle ahead which is overtaking; there may only be enough room for one vehicle
...
* move quickly past the vehicle you are overtaking, once you have started to overtake. Allow plenty of room. Move back to the left as soon as you can but do not cut in
* give motorcyclists, cyclists and horse riders at least as much room as you would when overtaking a car (see Rules 211 to 213) and 214 to 215).

So, he just followed the yellow car even though there wasn't enough room to overtake fully (which is why he had to start to pull in left), he didn't fully pass the vehicle he was overtaking ("do not cut in"), and it was quite a close overtake in the first place even before he started to pull in before finishing overtaking (compare this to the link above).

It explains a lot if you think the cyclist is to blame for anything up to when he starts to remonstrate with the driver.
