| I think steeling a bag is a different challenge to a phone. It's in the person's hand so would involve a more personal attack I would have thought. Another problem with these scooter muggers is that the police can be told to back off chasing them in cars by their superiors in case the chase results in them having an accident (heaven forbid they'd hurt themselves!) - I heard that first hand from a local policeman. |
