Sean,

as ever in life there are differing kinds of alarm, if one  plans to install an alarm one should go to an ACPO accredited supplier, as with all things there are industry / police rules and regs on Burglar alarms.The term was NACOS but has now been superseded by another national organisation??

An 'approved' system will stop sounding after 20mins, (the law). Also if one has a burglar alarm , it is pretty much redundant (your point re neighbors doing nothing)unless it is connected to an ARC (alarm receiving center)these people in turn notify the police who do turn out.The issue with this is that one has to pay an annual fee for the service. The cops will not show up to an alarm system that is not connected to an ARC and managed/installed by an accredited installer.

An alarm of this type installed will cost anything between $900 and $2500 (depending on the size of premises)and then you pay appx $200 annually to have the system maintained (again a legal requirement)and monitored.

On the other hand go to B&Q and get a home security kit for $9.99 which any good burglar will spot a mile away, no body will take any notice of the alarm and all it will do is irritate the neighbors.

One final point, an accredited alarm installed will give a 5 to 10% reduction in home insurance premium.
