Barbara:  The subject of the thread is NOT JUST Birmingham but the non-collection of waste which attracts rats.  Why do you always have to look at the downside of absolutely everything?  There are plenty of rats in London but because we don't have the problems that Birmingham has with the non-collection of waste they are mostly underneath us in the sewers. We are lucky that we have regular waste collections.
