TFL are not excluded from having a joined up plan. I think you are confusing funding with planning. You do not need to have joint funding to have joined up plan. Network Rail's plans were announced years ago. Plenty of time for TFL to get its act together but it hasn't because Khan considered them low priority. As soon as we stop voting for politicians that consider toilets & step free access low priority the sooner we will rejoin the civilised world!
