Yes, I attended the meeting on Wednesday evening. I typed a summary of the meeting the following morning and I've pasted this below. I'm not sure that Andrew Simon the Chair of WPCC would necessarily agree with this version of events.

Before reading this I would just like to say that I think the Conservators and their staff do a pretty good job looking after the Commons. I only have a quarrel with them over the agreement with WBC which is in my view in contravention of the 1871 Act. Of course this agreement is the key which WBC needed to make the proposals which overdevelop the site by transferring the access road and turnaround onto the Common opposite Commondale. They need not have signed this.

Here my summary of the proceedings:

During the meeting I was able to establish some matters of fact concerning Putney Hospital:

1) The 'Easement' income line shown in the Accounts for 2011 do not relate to PH. It is for other properties around Wimbledon Common. I would guess this is a tidying up after the appeal judgement. This is a one-off payment of £263,000 and they do not expect it to recur.

2) The Conservators are in some confusion over the availability of the agreements, including the one involving Stag Lane. They claim there is a confidentiality clause with WBC and that Wandsworth must agree before they can make them available. But they publicly stated that they should be released. How they would do this was not at all clear.

3) They did get legal advice on the Agreements. When I queried this saying that they had only £9,000 in their accounts for legal fees I was told that they had been paid for by Wandsworth, which was he usual procedure in cases like this. I would have expected the bill to be paid by WPCC and then reimbursed by WBC but I cannot see this in the Accounts. I'll check.

The meeting kicked of with a brief almost unintelligible introduction by Andrew Simon who was told to stand up and speak louder. The Hall was pretty full and it was sometimes difficult to hear. The proceedings were being taped on an MP4 recorder by the nice Angela. GV then went through the accounts. There were one or two questions including some from me (I was being very boring): what were the arrangements for investments and deposits (They have over £1m in the bank, £1.2m in investments, and about £1m in a special projects reserve fund. They said the special reserve was for emergencies, and when asked whether there were any special projects planned I was told they had some "glimmers" on what they might do in the future. Not mentioned at the meeting, but it is worth noting, that their balance sheet is exceptionally strong (well done Gordon Vincent) despite an expected fall in their investment portfolio over the year, and surpluses of income over expenditure of £76,895 in 2012 and £425,312 in 2011 (which includes the one-off £263,137 from easements and money from letting the Pope use the Commons!). They shouldn't cry poor. Of course they should use some of this money immediately to remedy their appalling communication strategy (eg don't tell anyone anything).

Andrew Simon then ran through a report for the year. This was pretty much as you would expect and did include a section on Putney Hospital. This was reasonably detailed but very much with a WPCC "spin". He didn't mention the Stag Lane deal. He misreported the status of the application. He did say that they expected some money from the easement probably later in the year depending on the application being accepted but not how much. Of course he also covered a great many other issues of more interest to his audience who were mainly from Wimbledon.

Then there was a question and answer session.

There were one or two other questions before a lady I do not know who lives locally asked a question which included a query on how long the access road would be there for. She got the usual runaround from AS and no clear answer. I was itching to shout 125 years, but did not (coward). I then decided to ask a general question on why they had signed the agreement. I started by reading aloud clause 34 from the Act (the one that says they should not do what they are actually doing), then went on to say that as the land surrounding the site was all owned by the WPCC why on earth had they agreed to let WBC build an access road and turnaround. The school was enormous at 32,000 cubic metres, bigger than the original building. There would be serious risks from the traffic etc. I got quite cross. Before I could finish my what by then was becoming a bit of a rant I was told by AS in a pretty perfunctory way that what I had said was not true and that in any event he would not give me any answers. So I sat down. The experience was both enjoyable, annoying and frustrating. But I may have scored some points with the audience none-the-less. Or at least embarrassed them. Next up a chap (not sure of his name) who is very concerned about the Spencer Arms tables asked some questions. He asked why he had received no replies or information from the Conservators about the licence etc. In other words he laid into them much as I had done. He was at one point almost called a liar by AS. He got no answers, and some supercilious put downs from the Chair. Again he made the point that the WPCC did not have the legal powers to grant a licence. He was ignored so he sat down. Ho hum. I enjoyed his contribution. He did say at one point "I'm glad someone else has read the Act" meaning me, and then went on to say again that the WPCC did not have the authority to allow the tables, whether a good thing or not.

Prue Whyte a neighbour then intervened with a question 1) about parking on the access road, and 2) the parking in the little turnaround which is on the Common. She got a lot of waffle in reply. Of course in the Agreement they have ceded the responsibility for parking control to WBC but she was not told that clearly. There was a lot of stuff about the barrier and the possibility of giving parking tickets.

Then, after a long delay, I got to ask my supplementary questions about legal opinions and Stag Land - see above. This slightly degenerated into an exchange between AS and myself. "Why did you sign this agreement". "Because we had to". "No you didn't". "Yes, we did". and so on. "Why had they not consulted with residents?" "Because it would be impossible to negotiate a contract if they did that". And other nonsense I forget.

One of the new Conservators interposed at one point saying I should run in three years time as a Conservator. Nice man. I said I would be unable to do so while they let the Putney Development proceed as it was.

And that's about it from my point of view.
