You are conflating two issues, namely whether a given policy  is a good idea and whether the government has a mandate to pursue it. In my opinion reversing Ed Miliband's ban on further oil exploration in the North Sea would be a sensible. But it is clear that such a move would contradict the manifesto on which Labour won the election. If Andy Burnham wishes to deviate significantly from the manifesto by virtue of which he has become prime minister, he should call a general election.
