The New Civil Engineer, 9 Feb 2021, states:
“The Department for Transport’s (DfT) Hammersmith Bridge taskforce has doubled down on its previous assertion that the embattled Victorian structure could be partially reopened in the coming months.
An engineering update added to the taskforce’s gov.uk web page claims that the bridge could be reopened to pedestrians and cyclists as early as April [2021], once ongoing inspections of the western pedestals is completed.
The bridge has been closed to all traffic since August after council leaders warned that the bridge faced “catastrophic collapse” after engineers noted that a crack in the bridge’s cast iron pedestals had widen.
In December, the DfT urged Hammersmith & Fulham Council to look at a partial reopening of the bridge following reports from Aecom and University of Cambridge professor Norman Fleck which suggest that the closure may have been “overly cautious”.
Both reports conclude that the bridge could be reopened to cyclists and pedestrians with minimal work needed.”

The AECOM Report referred to was prepared by Norman Fleck, who (as you know) is a member of the Hammersmith Bridge Taskforce.  In this report, he states:
“During the course of AECOM’s study, the CCSO for limited river traffic was received. This appears to be a pragmatic step forward and it permits limited river traffic to pass under the bridge. However, we understand that agreement has not yet been reached on its implementation. The CCSO also refers to a further CCSO developed to permit workers on site. Further discussion should be made to develop the potential use of the CCSO to permit limited pedestrian use of the bridge.”
