I agree this is dreadful. It has also been done in Danamere street and along the river path next to the rowing club.  I have contacted the council about this too and apparently it is not uncommon for trees to be felled by local residents without permission.  The problem is that the council have difficulty prosecuting as it is often impossible to prove who felled the tree. 

People are certainly not allowed to do this.  Planning permission has to be sought before felling such a tree.   The council can and should replant in such circumstances too.
